Level FR-26是一座现代化的煤矿厂，其上方被一层难以辨认的铁皮天花板所覆盖，悬挂着的白炽灯发出持续而耀眼的白光。
此层级以其错综复杂的内部结构而闻名，过道常常是极长的，构成了这个层级的主体。然而，这并不意味着煤矿加工、处理区等是罕见的。墙壁被黄灰相间的油漆粉刷，这种油漆似乎具有一种神奇的特性，使其永远保持清洁，不受尘土的沾染。值得一提的是，这个层级内的建筑物似乎不受物理规律的约束，墙壁或天花板可能会突然间增远或缩进。

Level FR-26的宽度大约为30米，但其长度却是一个未知数。它以线性的方式延伸，由煤矿、自动铲车、混凝土墙壁和地板构成的单元组成，每个单元之间可能由铲车停车场1相连，形成了一个复杂的网络。
煤矿井完全可以探索，但除了煤矿之外，其余物体均无法破坏。矿井与矿井之间常常设有可供攀爬的生锈铁梯，这些铁梯不仅是连接不同矿井的桥梁，也是流浪者们在本层中的重要导航工具。然而，跌落铁梯可能会导致流浪者意外地切出至其他层级，这是一个不可忽视的风险。

当流浪者踏入此层时，他们通常会出现在铲车旁边，有时也可能发现自己被困在煤堆之中。这些铲车即使在没有电力供应的情况下，也能够持续工作，直到所属煤矿被完全开采，形成一座碎煤堆。这些煤堆可能会暂时阻挡道路，但在24小时后，它们会自动清理，铲车也将重新开始工作。铲车内部无人操作，但如果流浪者坐上驾驶座，铲车将停止工作；一旦流浪者离开，铲车则会继续运作，除非操作面板被彻底破坏。

煤矿是本层级的主要资源。有趣的是，其几乎可以完全燃烧，其原因尚不明确。在铲车内，流浪者可能会发现矿泉水、巧克力等基本生存物资，但不会找到杏仁水等后室特有的物品。任何带入此层级的后室物品都将立即消失。
